If i had to guess i think she's could be a mole for, or placed by someone inside the council, is weird Hebishima being kick out and the replacement be one of his sex slaves, but given how broke the game is right now we can't be certain about anything anymore maybe Fujino use her because he had no other option/asset less used.

I wouldn't say "bastardized" and more adapted, the way i see it NTR is a answer to some cultural choices in Japan, the overworked husband who don't give enough attention/sex to the wife and get her stolen by the bull, arranged sexless marriges, but most of the time is related with male pride/problems and consequences of poor choices.

I don't remember which one was the karaoke update, it's been more than 2 months, I think it's the july one, so I think around 10/15 scenes and he shoved in the story of the secret organization a bit quickly, and that's it for what I remember, I replayed from the start and got a lot of bug so I don't remember well the various updates separated one from the other

Unknown exactly but Fujino said he wants to finish the game around version 1.0. Since each update increases the version by 0.05 then there should be at least 9 months left.
I'm going to keep it real with you king, I really don't see how Fujino will stretch part 2 for nine more updates when we are already teetering on the edge of collapse because Rpgmaker can't not keep holding all of Inoda's weight right now.
Fujino's makeshift solution of recycling old maps has clearly not worked out all that well, and I imagine it will only keep getting worse the more content Fujino ends up adding.
You are missing quite a bit of content, what I would recommend you to do is to download a previous version of the game, 0.50 for example, and play it until the end of the content there. Then, download the latest version and go from there.
That way you are going to be able to be up to date by the time this month's update comes up.

At the end of the day, whatever you are Fujino, Nitrolith, or Gege Akutami; if you make a character in a pornographic story, their role is to allow the reader/player to beat their overly beaten meats.
