Delete. While consensus formerly allowed city councillors in Winnipeg to be considered notable per WP:NPOL #3, that consensus has now been deprecated as no longer applicable. Nothing here constitutes a substantive claim that he's notable for anything else, however; the article is based entirely on a single source, and has significant WP:POV overtones ("Magnus was a man of great personal courage, strength, wisdom, friendliness and generosity.")
